Feb 21, 2026: The following documents describe our formal response to a variety of violations that CDPHE has given us over the last few years. These involve water quality issues, system leakage and other infrastructure issues. Some of these documents are quite long and detailed. The final document is an extensive engineering review of our system and outlines the District's plans for infrastructure improvements and why they are necessary.

Please note that this is not related to a new violation, but rather to ongoing issues that have been years in the making. CDPHE has been working with us to develop an acceptable plan of action and to identify and secure new potential sources of funding to help us address. So far, they are satisfied with our progress, though the violations will remain in effect until they are fully resolved. Below is a brief explanation from our operators at Wolf Compliance, followed by a copy of the document that will be included in your next bill. This week, we will be submitting an updated comprehensive plan to CDPHE which will be posted here as soon as it has been approved.
"These items remain outstanding and cannot be addressed immediately due to funding and infrastructure limitations.
The first deficiency involves the Clearwell, the small building located above the plant on Cree. The existing baffles are constructed of wood and are causing increased organic matter in the water. The proposed solution is to remove and replace the baffles. In coordination with Merrick, we are currently evaluating the most cost-effective approach to complete this work.
The high leakage rate deficiency is being addressed through the ongoing main replacement project. Once these problem areas are corrected, the amount of water lost throughout the district is expected to decrease significantly.
The flushing program deficiency is directly tied to the main replacement efforts. Currently, the district is unable to implement a flushing program due to the high risk of creating new leaks. Given the age of the current infrastructure, opening and closing flushing valves presents a substantial risk of causing failures elsewhere in the system."

The District is proactively addressing drinking water issues resulting from aging and failing infrastructure, like many community-owned and operated systems throughout the State of Colorado. This includes working with its engineering and operational consultants to identify system needs, including addressing concerns about water quality, quantity, and aesthetics.
The analysis will require alternatives analysis, development of a capital improvement plan, evaluation of water system rates, and developing a strategic funding plan to help support pursuit of long term, low interest loans and grants available to shoulder costs associated with necessary improvements.
The District is dedicated to maintaining public water service to its community in the short and long term.
